To eradicate the chaos caused by malicious phone spoofing and aggressive robocalls, regulatory authorities have significantly tightened telecom rules. In France, this is governed by the Loi Naegelen, which legally mandates that telecom operators strictly authenticate the true origin of every single outbound call running through IP and SIP networks.
To enforce this law, telecom operators deployed the Mécanisme d’authentification des numéros (MAN) under the supervision of the ARCEP. Similar to the STIR/SHAKEN framework used in the US, MAN attaches a secure digital signature to every legitimate call. If a call lacks this signature or attempts to fake a number, the network abruptly drops the communication before it can even ring on the user’s phone.
