European platforms are increasingly required to prevent minors from accessing age-restricted services, while preserving user privacy and limiting friction. Many solutions already exist, but they often struggle with reliability, spoofing, or inconsistent outcomes across markets.
Contact Signal API provides telco-grade signals about the mobile subscription contract holder (the person paying for the line), designed to help specialized age-assurance providers increase confidence in their decisioning — without Orange issuing an “age verified” conclusion.
In line with Orange’s strategic direction on trusted digital services (“Trust the Future”), Contact Signal supports a privacy-first ecosystem where operators contribute reliable signals and specialized partners deliver the final decisioning experience.
Roadmap (Orange France)
Our roadmap is structured in two milestones: V0 (August 2026) to launch a pilot baseline of core contact signals, followed by V1 (December 2026) for the commercial release with expanded signal coverage.
V0 – August 2026
- Contract holder check (non-CAMARA): consistency check between the number provided and the contract holder contact number
- “Minor” contract indicator: signal for plans/contracts explicitly designed for minors.
- SIM swap API signal: additional risk signal to reduce fraud attempts.
- Number Verification API: used as an authentication / proof-of-possession building block in the end-to-end flow.
V1 – December 2026 Commercial launch
- Tenure-derived signal (bounded): Orange France will not expose full tenure; instead, a constrained signal (e.g., “contract older than X threshold: yes/no”, including a possible “>10 years: yes/no” style signal).
- Professional line indicator: adds a signal indicating business/pro line context (as an additional confidence input).
- Parental control signal: provides an additional indicator related to parental-control services configuration (as a signal, not a conclusion).

Higher-trust input for partner decisioning
Signals coming from a national operator are typically considered more reliable than self-declared data or easily spoofed online attributes.

Explicit consent, managed in a standardized way
Contact Signal is designed to be used with explicit user consent, checked and managed via Consent Info API (pre-flight status + capture URL when needed)

Better protection against attacker bypass
Adding a SIM swap-related signal can reduce successful fraud attempts during sensitive verification/authentication journeys.

Composable by design
Orange supplies the signals; specialized partners combine them with other evidence to produce an outcome aligned with the platform’s policy (18+/15+/12+)

Orange France provides
- Signals related to the contract holder / subscription context (the person who holds and pays for the line).
- Fraud-resilience building blocks (e.g., SIM swap-related signal) to harden user authentication steps.
Orange France does not provide
- No “age verified” decision issued by Orange.
- No Orange-generated probability score.
- No claim about a child’s identity in a household (because the operator relationship is with the payer/contract holder).
